On December 25, 1965, the president of the Student's Union of the University of Ottawa, Jock Turcot, was killed in a car accident. The executive of the Student's Council decided to create a memorial trust fund in his honour which would go towards the construction of a University Center. Donations and the proceeds of ten dollar surtax on student fees (voted by referendum among the students in 1966) were placed in the trust fund. An agreement between the Students' Federation and the University of Ottawa established trustees for the Jock Turcot Memorial Fund. After the Jock Turcot University Centre was completed in 1973, the fund continued to exist to finance grants for projects in the University Centre until the money was exhausted in 1978.
