    The Personnel Management Policy Study Group (PMPSG) was formed in November 1980 under the authority of NDHQ Action Directive D6/80 issued that same month. It was directed to investigate a number of developments likely to have a major impact on the Canadian Armed Forces throughout the 1980s and 1990s. Among these were the enactment of human rights legislation in Canada, demographic changes, persistently high attrition rates in some trades, what seemed to be a more fragile national economy, and problems emanating from (or perceived to emanate from) the process of unification - many of which were addressed by the Task Force on the Unification of the Canadian Forces and the Review Group established to study the former's report. Indeed, some of the areas studied by the PMPSG were related directly to the recommendations of the Task Force and the Review Group, and so its work might be seen as part of the same process, only geared to the specific problem of establishing personnel policies for the 1980s and the 1990s. Under the chairmanship of Rear-Admiral W.B Hotsenpiller, the study group began its work in November 1980 and submitted its final report on 28 June 1983, at which time it ceased to exist. In the interim, study group staff had visited major bases and commands, reviewed personnel policies since the 1960s, and commissioned, participated in, or made extensive use of a number of Canadian and foreign studies on conditions of service, career development, and military sociology.

    Scope and content

    Fonds consists of papers that were collected and/or that documented the Personnel Management Policy Study Group's investigation. These papers are important for two reasons. On the one hand, the PMPSG's endeavour to collect detailed background information from a variety of sources and disciplines means that this document provides a broad picture of the armed forces for the period 1970-1982. On the other hand, the document as a whole illustrates the kinds of processes and methods used in major studies undertaken at National Defence Headquarters.
    The PMPSG organized its papers into seven categories, each of which had its own file numbering system. The Directorate of History has retained this numbering system with only slight modifications, so that each document is identified by document number, then by category (in Roman numerals), then by the folder number assigned by the PMPSG. The seven categories of material devised by the PMPSG were:
    I. NDHQ Central Registry files on charge to PMPSG and now returned to National Defence Records Management System (NDRMS).
    II. Planned Personnel studies Projects, with PMPSG involvement.
    III. Other Related Studies Projects with PMPSG interest.
    IV. PMPSG working files.
    V. Research Library material.
    VI. Computer outputs, available from DPIS on request.
    VII. Projects undertaken by PMPSG, including responsible officers.
    Of these categories, the Directorate of History has the complete files for only categories II, III, IV, and V. The files from category I have been returned to NDRMS; the computer data from category VI is available from Director Personnel Information Systems, NDHQ; and the material in category VII is a list of project officers only.
