Oxford Royal Black Preceptory was founded in Tillsonburg, Ontario on February 23, 1915 by members of other Royal Black Preceptories in the Oxford and Elgin County area. The inaugural officers were: J.W. Allin – Worshipful Preceptor William Woulds – Deputy Preceptor W.S. Scott – Chaplain Louis Livingston – Registrar W.A. Allin – Treasurer
