The Board of Governors' mandate is to provide the administrative framework in which the quality of patient care, research and training can be achieved to the highest level. Since the late 1880's, there had been a need for the appointment of a staff member who would administer the Hospital on behalf of the Board. Over the years, rapid developments in clinical work, teaching and research also made an increase in senior staff necessary. In 1994, following in the steps of other major hospitals in Canada and the U.S., the Executive Committee came forward with a proposal that the Hospital should begin using the examples of large corporations in the way they relate to their senior administrative staff. The argument was that senior Hospital executives had been playing a strong leadership role, and these roles, and the way they represented the Hospital in varying capacities, would be better reflected by using corporate nomenclature. The senior hospital administration consists of several offices referred to as "executive offices" that have existed over a 30-year time period. Over time, the offices that have held responsibility for the hospital's administration include: the Superintendent, Assistant Superintendent, Assistant Administrators (Plant, Finance & Professional), Comptroller, Executive Director, Assistant Directors, Associate Directors, Administrator, Executive Assistant, Assistant Executive Director, and Associate Executive Director.

The records of the senior hospital administration were transferred to the Kingston General Hospital Archives located at Queen's University Archives in 1992 and 1999 as part of the Administrative Records Management and Archives Program (ARMAP).
Scope and content
Fonds consists of five series, containing correspondence, memorandums, minutes, reports, proposals, policies, procedures, agreements, statistics, blueprints, graphs, charts, tables, grant applications and renewals, tender forms, notebooks and some published materials. The fonds also contains restricted files which were extracted and placed at the end of the collection. Fonds is comprised of the following series: 1. Administration, 1955-1985. 2. Medical, 1965-1985. 3. Governance, 1971-1985. 4. Ministry of Health, 1960-1985. 5. Buildings, construction & redevelopment, 1953-1984.

General note
In 1984, a team of archivists conducted a survey of these records. The arrangement of the records follows a numerical classification scheme that was referred to as the central registry file. This file system was in place in the executive offices between 1953 and 1985. The 1992 transfer of senior hospital administration records covered the period between 1985 to 1980, while the 1999 transfer covered the years 1980 to 1985. In order to maintain the integrity of the original file order, the records were arranged and described as a single unit.
