Biographical history
John Carstairs (Jack) Arnell did chemical warfare research for the Canadian Army and was Assistant Deputy Minister (ADM) Finance for the Department of National Defence (DND). Arnell was born in Bermuda on 4 April 1918. At the age of twelve he enrolled at Ridley College in Ontario, and later attended Dalhousie and McGill universities. In 1924, at the age of 24, he received his Ph.D. in Physical Chemistry. A career with the Canadian Army in chemical warfare research followed from 1942 - 1946. After the war, Arnell joined the Defence Research Board in Ottawa. Eventually he was appointed, in succession, Director of Scientific Intelligence and Scientific Advisor to the Chief of Air Staff and the Chief of Naval Staff. Arnell was ADM Finance for DND from 1966 to 1972. He then acted as a Special Assistant to the Deputy Minister of DND until his retirement in 1973. Upon retirement, he took over San Isidro, the family home on Point Finger Road in Hamilton, Bermuda. Arnell was father to three daughters, Susan, Elizabeth and Peggy. He died in April of 2000.
Custodial history
Series I was originally accessioned as 85/333 in 1985. It was acquired from the office of the Special Assistant to the Deputy Minister, DND. Series II was originally accessioned as 73/778 in 1982. It was received from Dr. Arnell. Series III was originally accessioned as 87/269. It was received from Dr. Arnell care of C.G.V. Tremblay, Lieutenant Commander, HMCS Algonquin in September 1987. Series IV was originally accessioned as 92/235 in 1992. The first three series were amalgamated in fonds 85/333 in 1998, and series IV was added in 2011.
Scope and content
Fonds consists of material covering the creation and development of the 1971 White Paper on Defence and the Defence Policy Review of the late 1960s and early 1970s. Throughout these papers, considerable attention is paid to the role of the Dept. of National Defence (DND) and the Canadian Armed Forces in Canada and in Europe, as well as their responsibilities within NATO and NORAD.
Documents include: typewritten correspondence, memoranda, reports, and studies. Also includes a volume of "NORAD: A Index to Hansard References by Subject", United Nations Emergency Force Information Book, and papers and correspondence on Defence Research and Development. There are also copies of speeches delivered to academic institutions (Civilian and Military), conferences, and clubs. Finally, there are various photographs of Canadian Forces planes, ships and helicopters.
