The Sister Cities Advisory Committee's mandate is to develop, implement and coordinate the Thunder Bay Municipal Twinning Program. The program aims to promote cross-cultural understanding, municipal and technical cooperation and economic development opportunities. Officially formed in December 2006, the Committee reports to City Council through the Office of the City Clerk.

Series consists of photographs and related documentation regarding the Sister Cities Millennium Festival, held in the summer of 2000, and a photographic inventory of artifacts donated by Thunder Bay's Sister Cities. Also included in this series are gifts donated by delegates of the cities who participated in the Sister Cities program.

These records were scheduled as TS156 General Ledger. They were maintained in the Finance & Administration Division of TBayTel and then transferred to the City of Thunder Bay records centre for inactive storage as per their retention schedule. In 1999, this series was superceded by SAP.

The purpose of these records is to serve as a listing of all account balances. The fiche indicate the account location number code, account description, source code, posting date and the amount.

This series contains records related to the organization and planning of the 1993 Ontario Games for the Physically Disabled. The City of Thunder Bay hosted the event along with the work of ten committees. The committees were made up of city staff from the Parks and Recreation Department and enthusiastic volunteers from the community.
Some of the records in the series involve correspondence, meeting minutes, agendas, committee reports, and budgeting. Some of the correspondence includes letters from the Ontario Ministry of Tourism and Recreation regarding funding. Other correspondence involves sponsors, such as the event’s Corporate Sponsor, Bell Canada. There are meeting minutes and agendas from several of the different committees that were involved in the event. Particularly, there is a large number of meeting minutes from the two most significant committees: the Games Organizing Committee, and the Executive Committee. There are reports from several different committees such as, the Fund Raising Committee, Media Relations/Promotions Committee, Hospitality Committee, Transportation Committee, and several other committees involved in the organization of the event.
Other records included are related to budgeting and the scheduling of the events. The finalized version of the budget and the official schedule are present, along with the official magazine that was published for the event.

Quality Management / Quality Assurance programs are run in a coordinated fashion in all operating Homes. Some files relate only to a particular location while some deal with policy across all.

Most notably, the Quality Management program and program revisions are being preserved. The program details the mandate for the Homes for the Aged, and subsequently, the standards for specific sections (Administration, Dietary Services, Housekeeping, Laundry, Nursing, Maintenance, Recreational, Pastoral). Similarly, a number of sectional Quality Assurance handbooks are being preserved.

Additionally, there are minutes, agendas, and reports that reflect the committee work being conducted to maintain quality in the homes (e.g. Medical Advisory Committee or the Health and Safety Committee), and a number of focus group activities produced completed surveys and questionnaires that show tenants’ satisfaction with the services provided at Thunder Bay’s Homes for the Aged.

City Manager's Files

Under the Municipal Act (2001), the City Manager is responsible for the overall management and control of the municipal government and the general administration and direction of all departments within the City. Reporting directly to City Council, the City Manager performs research on behalf of Council and provides advice to Council with regard to the development of business plans, programs, policies, procedures and the overall objectives of the City. The City Manager also works with City Council in the development of long term strategic plans.

Departments currently reporting directly to the City Manager include Corporate Communications and Strategic Initiatives, Human Resources and Corporate Safety, Management Studies and the Office of the City Clerk. As of September 2011, Emergency Medical Services, Internal Audit and Continuous Improvement no longer report to the City Manager. The City Solicitor and Corporate Council also report to the City Manager and City Council.

In 1975, a major review of the organizational structure of The City of Thunder Bay was performed. As a result of this review, the position of Chief Administrative Officer was created to replace the role of the City Coordinator. With the implementation of a Chief Administrative Officer, long term corporate and strategic planning became a primary function of the position. The title of City Manager replaced the title of Chief Administrative Officer.

Previous City Managers include: Bruce Thom (1994 – 1996); Brian McRae (1998 - 2002); Robert Petrie (2003 - 2007); and Tim Commisso (2008 - present).

Series consists of records of the City Manager covering a range of topics including, reports and correspondence relating to the management of departments under the City Manager’s control, records relating to the development of the Fast Forward Plan from 2000, reference material relating to the development of strategic plans, organizational charts and other records relating to planning and corporate structuring of the City, correspondence with associations and other levels of government relating to the development of regional boards addressing community issues and economic development in the area, correspondence with other
municipalities in the northwestern Ontario region regarding activities and corporate structuring.

Council Resolutions

Under the Municipal Act (2001), City Council votes on the passing of new by-laws and the amendment of existing by-laws in Council meetings, based on recommendations and advice from the Office of the City Clerk. Council also delegates statutory responsibilities to subcommittees, and through Committee of the Whole Meetings, Council discusses critical issues covering the broad mandate of the City. It is through Council Meetings that decisions are made and resolutions are achieved on the matters discussed in Committee of the Whole Meetings. Resolutions serve as a record of the motions carried and lost by City Council through Council Meetings.

Mayors presiding over Council in the time reflected in this series include Walter Assef (1973-1978 and 1981-1985). The Office of the City Clerk is responsible for maintaining the records of proceedings for Council.

Series consists of duplicate meeting minutes of City Council and attached resolutions for each meeting. Each resolution is signed by the councilors responsible for moving and seconding the resolution. It is also signed by the Mayor or Chairman of the council meeting and the City Clerk.

Each file contains an index in the front explaining which meetings and dates are included in each individual file.

Item is a quilted wall-hanging, showing buildings of Port Hope. The buildings depicted on the quilt are as follows: Dunain, Belgrave's Water Tower (Greenwood Towers), The Octagon House, Pinehurst, The Bluestone, The Cone, St. Mark's Anglican Church, Port Hope Harbour, Town Hall, Robert Mitchell House, Forge Cottage, Chapel at Trinity College School, Walton Street, Viaduct, Ganaraska River, Wimbourne, North American Hotel, Methodist Church, United Church, CN Railway Station and The Belvedere. It was created by Betty Kerr (d. 2001) in 1984 to celebrate Port Hope's Sesquicentennial.

The Canada Games Complex, located at 420 Winnipeg Avenue, Thunder Bay, Ontario, was constructed as a venue for aquatic events for the 1981 Canada Summer Games. Construction began in 1979 and the Complex officially opened on July 2, 1981. The Canada Summer Games took place there August 9-22, 1981. The Complex was built to host swimming, diving, and water polo at the Summer Games, but ancillary facilities were also included in the interests of the long-term viability of the Complex as a total fitness and recreation centre facility within the community. Among its amenities are a waterslide, exercise equipment, a running track, weight room, facilities for racquet sports, a restaurant, and a pro shop. In addition, the Complex offers a wide range of fitness and recreation programs and courses.

Originally created as a separate department, the Canada Games Complex was eventually put under the purview of the Parks and Recreation Department. In 2006, the Canada Games Complex was under the auspices of the Recreation & Culture Division of the Community Services Department of the City of Thunder Bay.

This series contains records relating to the operation of the Canada Games Complex, including policies, procedures, planning, correspondence, marketing, program development, and involvement in community fitness initiatives

Material covers Burlington’s history as documented by the Hamilton Spectator covering local news from the late 20th century. The collection consists of a mix of newspaper clippings and positive print images on (usually) glossy photo paper. There are occasionally cropping marks and measurements in grease pencil on some of these images when they were used for publication.

The Municipal Housing Corporation, "Thunder Bay Non-Profit Housing Corporation, was established in 1977. In 1990, the Corporation adopted the trade name "Thunder Bay Community Housing." In 2011, the department underwent another name change to Property Management Services.

The Thunder Bay Community Housing department's mandate is to develop, build, and operate affordable rental housing for modest income families, seniors, single people or for those individuals identified as having special housing requirements in Thunder Bay.

Largely, the Community Housing Administrative Files series consists of Minutes, Agendas, and Administrative Report Summaries from the Board of Directors monthly and annual meetings. These meetings summarize the status of the Thunder Bay Community Housing department’s finances outlining schedules of income and expenses; the building, equipment, and grounds maintenance of the facilities and status of individual projects; and Reports for Information conveying other information concerning the operation of the department (Tenant Move-Outs/Vacancies, correspondence, ONPHA, etc.)

The Thunder Bay Community Housing department has kept detailed annual Financial Statements that summarize the activities of facilities for the given years. For a more in-depth perspective audit reports are available for specific facilities. And a number of files of correspondence have been preserved, particularly correspondence with the Board of Directors, Ministry of Housing, and the Canada Mortgage and Housing Corporation.

On April 1st, 1977, the Thunder Bay Water Pollution Control System was transferred from the Ministry of Environment to the City of Thunder Bay. The system consisted of two primary treatment facilities. One was located on Atlantic Avenue in the South Ward, the other was located on Main Street in the North Ward. In November 1977, the expansion of the south plant was finished, and the north plant ceased from operation. In 1999, the City of Thunder Bay adopted the Pollution Prevention and Control Plan. The treatment process utilized at the plant was upgraded. In 2004, the City of Thunder Bay received a $25-million joint funding from the Government of Canada, which marked that the Thunder Bay Wastewater Treatment Project entered into a new phase. This funding will be used to upgrade the Water Pollution Control Plant from primary to secondary treatment and allows the city to complete the work required to improve the sewer collection system and enhance the sewage treatment process.

Series consists of supervisor's meeting minutes, committee minutes, organization charts, correspondence, health and safety records, and a number of Y2K compliance reviews. Additionally, the series contains SMT/DMT meeting minutes. Although the records are not necessarily indicative of the operation of the Facilities & Equipment Division, they are informative of the City's managerial decisions and ongoing initiatives.
