Fonds consists of files from the Directorate of Military Operations and Planning. Files mainly consist of meeting minutes, memoranda, draft reports and proposed amendments. There are also defence plans and research papers from Canada and NATO. The majority of the documents evaluate the Soviet threat during the Cold War, and focus on security and military preparations in response to rising tensions. The files are arranged in numerical order according to the file numbers created by the Central Registry system. There are 17 series:
