Fonds consists of documentation concerning the three commissions in which Charles H. Belzile took part. The documentation is made up of presentations, briefs, reports, and sometimes opinions from various sources including academic specialists, persons from all levels of the military, and in some cases, the general public. Personal and internal correspondence is included, along with general administrative and miscellaneous papers. There are three series in this fonds, divided by commission:
I. Special Commission on Reserve Restructure (SCRR) (1995)
II. Special Advisory Group in Military Justice and Military Police Investigation Services (1997)
III. Military Police Services Review (MPSR) (1998)

eries III consists of volumes containing documentation received from various sources for consideration by the Military Police Services Review in 1998. Includes presentations, briefs, correspondence, guideline and policy books, reports and papers, minutes of meetings, and extracts from books. The result of the review was drafts of the new policy: “Canadian Forces Military Police Policies and Procedures,” which is included in this series. Various papers produced by the review committee include: working papers, correspondence, schedules and calendars, and general administrative paperwork.

Series II consists primarily of document volumes collected by the Special Advisory Group on Military Justice and Military Police Investigation Services for their consideration. The series contains an inventory of the document volumes with their titles and other information. For the most part the documentation consists of reports and research on various court cases. Also in this series are public submissions, briefs and reports presented, and the Advisory Group’s final report.

Series I consists of documentation produced by and submitted to the Special Commission on Reserve Restructure (SCRR), including some personal papers produced and received by Charles H. Belzile. Types of documentation include memoranda, correspondence, agendas, calendar schedules, internal issues such as the commission budget, submissions and presentations via hearings or writing, reports, briefs, and slides. The content of the documentation varies from personal correspondence, discussion of the submissions and presentations, opinions from various sources (historical, unit level, on the overall restructuring or particular aspects, from the general public, specialists, cadets, and regular versus reserves), funding issues, and many statistics on almost all aspects. Each document that was collected as a part of the commission’s work for consideration should have a correspondence document summary sheet.
