File consists of correspondence, legal judgments, petitions and bylaws pertaining to an Ontario Municipal Board dispute involving the erection of a steel police communications tower in Winston Churchill Park in Toronto, with opposition from groups including the Spadina-Ardwold Ratepayers Association, of which Carson was a member. Carson served as counsel for his wife, Jocelyn Carson, the legal owner of their house at 89 Ardwold Gate, located near the area in dispute.

Subseries consists of records maintained by Cyril F.H. Carson in his capacity as a director of the Canada Permanent Trust Company. Records in this subseries include correspondence, notices of executive meetings, receipts for directors' fees, minutes of Board of Directors meetings, budget sheets and memoranda.
