    Ernest Haines served with the Royal Canadian Navy from 1912 to 1945, attaining the rank of Lieutenant-Commander. Born on 14 January 1876 in Bristol, UK, he joined the Royal Navy in 1892. On 14 January 1894, he signed up for 12 years of service and, upon completion of this term in 1906, re-engaged himself for another 10 years. He came to Canada in 1912 and served as gunner on the HMCS Rainbow. He was made a Member of the British Empire in 1920 for his wartime services with the Royal Canadian Navy. The following year, Haines requested to voluntarily retire from the Navy and, on 1 October 1921, was placed on the Retired List with the rank of Lieutenant. In 1921 Haines transferred to Naval Service Headquarters to serve as Naval Armament Supply Officer until 1 September 1939, when he was called to serve as Lieutenant Commander, R.C.N., (Temporary) of H.M.C.S. Stadacona. From 1939 to 1943, Ernest served as Director of Naval Ordinance. In January of 1943, he was first appointed Assistant Director of Naval Ordinance, Torpedoes, and Mines and later Superintendent Naval Armament Depot. He then returned to Ottawa and, in 1945, retired from the Navy. He died in Brockville, Ontario on 21 March 1965.

It contains personal papers, including a Certificate of Service, certificates of qualification, education, appointment and promotion, as well as correspondence regarding awards, promotions and retirement. The miscellaneous file includes Commanding Officers' reports, qualification, promotion and appointment certificates, timeline for the RCN (1862-1939), daily log and other information regarding the HMCS Rainbow.
