The Directorate of Staff Duties was established on 11 September 1940 to handle such questions as war co-ordination, preparation of orders of battle, war establishments, and priorities in issue of equipment. In the 1960's the Directorate of Staff Duties was specifically responsible for staff co-ordination and the drafting of supporting papers and submission seeking approval for Army organization changes such as the formation and activation, disbanding or reduction to dormant status, re-activation, amalgamation and conversion of Canadian Army (Regular) and (Militia) units and formations. The Director of Staff Duties was Chairman of the Army War Establishment Committee and the directorate maintained the master copy of the Canadian Army (Regular) field force and Militia Establishment. It prepared and kept current statistics on present and future manpower requirements of the field force units of the Canadian Army and provided information on establishment implications in proposed planning for the organization of the field force together with information on the proper composition and grouping of units and formations. Copies of British and American establishments were maintained for reference use. The Directorate also maintained 1 Canadian Infantry Division Mobilization Plan study and prepared routine reports on organization, manpower and equipment for NATO as requested by the Directorate of Military Operations and Planning. Finally, it maintained a Canadian Army Mobilization Plan and the master copy of the NATO Personnel Authorization Tables.

Fonds consists of Canadian Army Mobilization plans and studies, 1 Canadian Infantry Division Mobilization plans and studies, Army Policy Co-ordinating Committee minutes and papers and papers on organization, manpower and equipment. The original order in which the documents were found has been maintained. The Army Policy Co-ordinating Committee minutes and papers appear to have been scattered and are filed as numbers 18, 40, 59, 83, 84, 122, 123, 167, 178 and 185.
