In 1992, upon the recommendation of the Special Finance Committee, the Department of Advancement was created. The purpose of this department was to communicate the mission statement of the PAOC to the fellowship: "to make disciples everywhere by the proclamation and practice of the gospel of Christ in the power of the Holy Spirit, to establish local congregations, and to train spiritual leaders". The Director of this department had other important responsibilities as well, among them: supervising the functions and activities of all departments and ministries as they related to the presentation and administration of the PAOC's national financial plan; facilitating the spiritual advancement of the fellowship and communicating the spiritual themes and emphases (such as the Decade of Destiny, a systematic renewal initiative conducted through the 1990s) as they related to the overall mission; and serving as chairman of a working committee to develop marketing strategies to raise funds to fulfill the mission. By 1994 the name was changed to the Department of Development and the Director of Missions Communications was seconded to the Department of Development. The Department of Development became part of the World Missions Division in 1998. While the Coordinator of World Missions Communication was part of the Department of Development, the position reported to the Divisional Director of World Missions. The Coordinator was responsible for the promotion of world missions involving the production of literature, posters, audiovisual presentations and other materials, the arranging of itineration of missionaries in cooperation with the District Missionary Representatives and liaison between all persons engaged in promotional matters.

The fonds consists of records which reflect the activities of the Development/Communications Department, including fundraising for missions and the international office. There are six series. Series 1 - Administrative records. This series consists of correspondence, clippings, brochures, reports, and budgets which relate to the business of the department. Series 2 - Decade of Destiny records. This series includes records which outline particular themes such as posters, brochures, circular letters and correspondence. Also in this series are administrative records which include correspondence, calendars, schedules, conference materials, reports and manuals; and correspondence to and from the Director of Decade of Destiny which are arranged alphabetically. Series 3 - Growing Financially Healthy Churches seminar records. This series consists of workshop materials and reports. Series 4 - Directed giving records. This series consists of correspondence and reports of the Directed Giving program which aimed at providing local churches with more ownership of how their missions contributions were used. Series 5 - Financial Development Committee records. This series consists of agenda, minutes, correspondence and reports which relate to the Committee's function of coordinating National Office personnel involved in advancing the mission statement, profiling national and overseas missions and raising funds. Series 6 - Financial Review Committee records. This series consists of agenda, minutes, reports, notes, correspondence, and the final report and recommendations created by the short term Financial Review Committee. The purpose of this Committee was to perform an in-depth study and review of the financial structure of the PAOC to clarify certain issues.
