The Village of Coldwater was incorporated effective 29 January 1908 by Simcoe County By-Law No. 895. Prior to 1908 the community was administered by the Township of Medonte. As an incorporated village, Coldwater had a seat on Simcoe County Council. Effective 1 January 1994, Coldwater, Orillia Township, and Matchedash Township amalgamated to form the Corporation of the Township of Severn. According to the County By-Law separating Coldwater from the Corporation of the Township of Medonte, the title of the separate corporation was to be "The Corporation of the Village of Coldwater." At various times, official documents produced by the village also gave its title as "The Municipal Corporation of the Village of Coldwater," and "The Municipality of the Village of Coldwater." It was known most commonly as "The Village of Coldwater." The village's council was an elected body comprising a reeve and councillors. Officials appointed by council included the clerk-treasurer, caretakers, and members of various municipal boards.

Custodial history
The records of the Village of Coldwater remained in the custody of the Village's clerk-treasurer or, subsequent to municipal amalgamation, the Severn Township Clerk, until they were transferred to the Simcoe County Archives.
Scope and content
Fonds consists of Village of Coldwater By-Laws, council minutes, council committee minutes, elections records, reports to council, financial statements, ledgers and journals, tax rolls and records, legal records, as well as records of the Coldwater Hydro-Electric System, the Coldwater Waterworks System, and the Coldwater Agricultural Society.
