The site of Midland was not surveyed until 1872, a year after the harbour on Mundy’s Bay was selected to be the western port terminus of the Midland Railway. On October 24, 1878, the community was incorporated as a village by Simcoe County By-Law No. 308. The inaugural council consisted of Reeve Samuel Frazer and Councillors George Chew, Samuel Chew, Thomas Hartley and Francis Hurdon. L. McFarland was appointed Clerk, and H.S. Ruby, Treasurer. Effective January 1, 1890, by proclamation published in the 8 June 1889 issue of Ontario Gazette, Midland was incorporated as a Town.
