The Town of Chatham, Kent County, Ontario was incorporated under the terms of the Baldwin Act, Chapter 81, Canada Statutes, 1849. As an incorporated city, single tier municipality, Chatham had an elected Mayor and Councillors depending on population. It responsibilites related largely to upkeep of streets and roads and the delivery of services such as policing, water and sewage. It had a wide range of powers relating to the regulation of land and local administration through By-laws. It had the power to raise money through direct taxation on land and through the issue of debentures. Under the terms of Bill 26, the Savings and Restructuring Act, 1996, Chatham was amalgamated with Kent County into the new Municipality of Chatham-Kent, effective January 1, 1998.
