The Director Defence Force Planning (DDFP) is responsible for the coordination of strategic organization and establishment (O&E) change activities within the Canadian Armed Forces (CAF) and the Department of National Defence (DND). DDFP’s function is to legalize the DND/CAF structure and to create the position structure of an approved organization. The function of Organization is to legalize the structure of the Department of National Defence and the Canadian Forces (DND/CF). This involves the enforcement of norms in the creation and amendment of organizational structures in DND/CF. The principal means of communicating approved organizational change is through Canadian Forces Organizational Orders (CFOOs) and Ministerial Organizational Orders (MOOs) for the CF; and for NDHQ through the official NDHQ Organization Chart, and NDHQ Organization Change letters. The function of Establishment is to create the position structure (hierarchy, roles and responsibilities) of an approved organization. This involves the approval, creation, oversight and management of military and civilian positions in DND/CF.

Fonds consists of entire collection of Canadian Forces Organization Orders (CFOOs) received from Director Defence Force Planning (DDFP). The files are arranged in numerical order by Unit Identification Code (UIC) number and classification.

General note
Canadian Forces Organization Orders (CFOOs) are orders from the Chief of the Defence Staff (CDS), promulgated to formalize the organization of the Canadian Armed Forces (CAF). They are organizational documents and not intended for use as an authority for other than organizational purposes. They are published by Chief of Programme (C Prog) under the authority of the CDS, for each command, formation, unit or other element of the CAF. The CFOO is a subordinate document to the Ministerial Organization Order (MOO) and as such is always generated subsequent to the execution of the authorizing MOO.
CFOOs normally describe a unit or other element's role, command and control relationships, language designation, support services relationships, and channels of communication. Commands and Group Principals should review CFOOs to ensure currency and accuracy of the orders. Any amendments are proposed through the chain of command to Director Defence Force Planning (DDFP).
