Administrative history

The Canadian Forces Employment Equity office (CFEE) was part of a project team that sought to develop policies designed to respect the requirements of the Employment Equity Act. When the Employment Equity Act came into effect in 1986, the Canadian Forces (CF) was excluded from the obligations contained in the Act. In 1992, a Parliamentary Special Committee recommended that the CF be covered by any subsequent amendment of the Act.

Although the CF was not subject to the Act at the time, the Chief of the Defence Staff and the Deputy Minister committed to undertaking an employment equity review of the CF. A project team was formed (which included the CFEE) to determine if a unique approach to employment equity was required. In its final report, submitted to the Chief of the Defence Staff in December 1995, the project team strongly recommended the adoption of numerous initiatives to implement an employment equity program in the CF.

Fonds consists of a report entitled “Presentation Report of the Survey Conducted with Aboriginal Peoples on Issues Relating to Equity Issues and Canadian Forces, and prepared by Donald Garrow, Peter Garrow and Benoit Tremblay of Ojib-Hawk and Associates. This survey was designed in cooperation with Canadian Forces Employment Equity office in order to elicit a number of findings that would lead to the development of policies designed to respect the requirements of the Employment Equity Act within the Canadian Forces with respect to persons of Aboriginal ancestry.

    General note

    In 1995, the Canadian Forces Employment Equity office requested the administration of a limited survey with First Nation citizens through the agency of a group of consultant, Ojib-Hawk & Associates. The survey was designed in cooperation with the CFEE in order to elicit a number of findings that would lead to the development of policies designed to respect the requirements of the Employment Equity Act within the Canadian Forces with respect to persons of Aboriginal ancestry. The survey itself was conducted in August 1955. Input was solicited from 130 persons divided according to four categories: present CF personnel; veterans/former members of the CF; families of members and former members of the CF; aboriginal youth. The Presentation report was submitted in October 1955. The report proper is preceded by an “Executive Summary”.
