The Canadian Forces Council was established on 10 August 1966 and was comprised of the Chief of the Defence Staff as Chairman and of the following members: the Vice Chief of the Defence Staff, the Chief of Personnel, the Chief of Technical Services, the Comptroller General, and the Senior officers of the Canadian Armed Forces as appointed by the CDS; and of the following associate members: the Deputy Minister of National Defence and the Chairman, Defence Research Board.
Its terms of reference included assisting the Chief of the Defence Staff in the formulation of objectives; consideration of guidelines from which Canadian Forces major policies are developed; determining broad courses of action; and controlling major activities. It had the additional task of functioning as a Senior Officers Promotion Board to make recommendations as required by CDS.
