The Bureau of Naval Personnel was established in 1789 in order to manage personnel functions for the U.S. Navy, until a separate Department of the Navy was established in 1798. During its time as personnel manager, the Bureau was responsible for performing all administrative and oversight functions pertaining to personnel in the U.S. Navy, and for the enlisting and recruiting of navy personnel.

Series consists of training books published between 1952 and 1966 by the Bureau of Naval Personnel (NAVPERS Publications). The documents contain pedagogical information regarding the use of electricity, electronics, and sonar technology in a naval combat context. The series is comprised of three genres of training manual: the Opticalman series; the Basic Electricity series; the Basic Electronics series, the Search Sonar Maintenance series; and the Fundamentals of Electronics series. The series arranged in numerical order by the NAVPERS number.
