The City of Brampton authorized the conversion of a former rollerskating hall into a location of "Bingo Country" in 1984, through the new Brampton Community Service Foundation. The move was in order to divest the Corporation of the City of responsibility for funding non-profits and charities. The Brampton Rotary Club created the Brampton Community Service Foundation, as an umbrella group for said non-profits and charities, who would in turn provide volunteers for a scheduled bingo event in exchange for the possible profits. The Brampton Bingo Country Project operated from 291 Rutherford Road South.

The Brampton Community Service Foundation was a non-profit organization, created by the Brampton Rotary Club.
The hall itself was run by a corporate entity, Bingo Country, with at least one other location in Etobicoke, known as Finch Bingo Country. The Toronto Star noted that in its first year, the City considered shutting down the program, as the corporation "sometimes takes more than the allowable 15 per cent of the gross revenues," sometimes as much as 30%. The City's licensing rules, based on the Criminal Code, stated that "the operator receive no more than 15 per cent... of gross revenues."
As of 2017, the location was operated by the corporation Delta Bingo & Gaming as Delta Bingo & Gaming Brampton, one of its 18 locations. While most are in Ontario (including Mississauga), some are in Quebec and Maryland.
