    Biographical history

    Alexander Ross (1889-1978) was Deputy Minister, Army during the Second World War and Associate Deputy Minister after the war. Born in Perth, Scotland, he emigrated to Canada in 1913. During the First World War he served with the Canadian Expeditionary Force and was wounded in France in 1915. He was evacuated to Britain and transferred to the Canadian Army Pay Corps in London. After the war, Ross worked on the negotiation of financial settlements between Canada and the United Kingdom. In 1929 he joined the Canadian Farm Loans Board as its Chief Accountant, a position which he held until 1942. He served as Financial Superintendent at the Canadian Military Headquarters from 1942 to 1944. In 1944 Ross became Deputy Minister, Army, and in 1947 he was appointed Assistant Deputy Minister. He was made a Companion of the Order of St. Michael and St. George for services rendered during the Second World War.

    Custodial history

    Fonds was part of an unorganized collection known as the Ross papers. They came to the Directorate of History sometime in the 1950's.

    Scope and content

    Fonds consists of material documenting Alexander Ross' activities as the Financial Superintendent at the Canadian Military Headquarters. The files cover every aspect of Canadian expenditures in the United Kingdom. Includes the Deputy Minister's working papers on a variety of subjects, including the many committees in which Ross was involved, as well as the Deputy Minister's files related to the settlement of overseas finances after the Second World War. Topics under negotiation included mutual aid, accommodation, supplies, equipment, services and currency rates. Also includes miscellaneous documents concerning the First World War, and working files produced in the preparation of the annual budget from the 1920s to the early 1950s. Fonds is comprised of the following series:

      Finding aids

      Copies of the finding aid are located in the first file of the fonds and in the Reading Room at the Directorate of History and Heritage. Electronic copies are also available.
      There is a finding aid included in the first folder dated 1963 of uncertain origin, although it is thought by historians at DHH to have been created by Ross himself or one of his clerks.

      Some individual files (124 of them) have been extracted from this collection and placed in Kardex Collection. 124 of them under the number 111.21.01. Five files exist under 112.21, and another under 360.003 (D13).

      c) MG, E 82 (papers) which document Ross' career as a Public Servant between 1929 and 1956, and contain personal and official correspondence as accumulated by Ross during his career as Chief Accountant with the Canadian Farm Loans Board (1929-1942), Deputy Minister for the Army (1944-1946), and Associate Deputy Minister of the Military (1947-1956).
