        History

        The J-Staff system, or continental staff system, is an internationally recognized system for coordinating joint military activity. The J-Staff system was adopted by National Defence Headquarters in 1990 during the Oka Crisis and continued during the Gulf War as a means of quickly mobilizing resources to cope with fast moving events. It enabled urgent operational needs to bypass the various layers of bureaucracy.

        In 1994 J3 Operations was responsible for:

        1. Monitoring, briefing and reporting on Canadian Forces (CF) activities and operations;
        2. Control and coordination (included mounting, deployment, sustainment and withdrawal) of nationally commanded operations;
        3. Peacekeeping training;
        4. Visits to deployed forces and contingents;
        5. Coordination of assistance to other government departments.
