Biographical history

Charles Robert Nixon (1928- ) was Deputy Minister of National Defence during 1975-1982. Born in Shoal Lake Manitoba, he received his education at the Royal Canadian Naval College, the University of Toronto, the University of Manitoba - where he graduated with a B.Sc. in 1949 - and the Massacheusetts Institute of Technology - where he received a degree in Electrical Engineering in 1958. Nixon served with the Royal Canadian Navy from 1946-1963. In 1963 Nixon joined the Department of Trade, Industry and Commerce where he worked until 1966 when he was seconded to the Privy Council. Nixon remained at the Privy Council until 1975, becoming Deputy Secretary to Cabinet (Plans). Later that same year he was appointed Deputy Minister of National Defence - a post held until his retirement from public office in 1982. Charles Robert Nixon currently works as a private consultant, writer and lecture

Scope and content

Fonds consists of documents used and generated by Charles Robert Nixon during the years he served as Deputy Minister of National Defence (1975-1982). Includes mainly file copies of official outgoing correspondence and memoranda to Cabinet. Also includes drafts of speeches and miscellaneous documents covering a wide variety of subjects. There are four series:
I. Speeches (1971-1983)
II. Chronological [Correspondence] files (1965-1985), including Nixon's correspondence with O.G. Stoner (Clerk of the Privy Council)
III. [Miscellaneous documents] (1966-1991), including Nixon's submissions to the Royal Commission on Financial Management and Accountability
IV. Audio and visual media ([1978]-1980)

  • General note: The 3 cassette tapes (2 of the tapes concerned resource management and 2 audio tapes regarding a lecture by C.R. Nixon to the Canadian Forces Staff School in 1977 were transferred to Library and Archives Canada in 2008.
